Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are issued from multiple capitals. Significant resources is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a ability enabled by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Following this, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv faced the morning news: several casualties, destruction and utility failures in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, certainly, continue.
Political Considerations
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not evolve additionally in its favour in the near future.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its advantage.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
